So you have a backend and a seperated frontend which both run on your machine and communicate via a protocol done by jetbrains (i believe they have done it because other protocols were slow). Most of the content fillers and functionality is done by the backend which runs locally on your machine. Think of the frontend about just the UI of the IDE. The IDE's of jetbrains consist out of two parts. You can basically jsut add a plugin to add functionality of the different languages.
